13:55 - 14:50 : Session 2 - The Capital Catalyst - Financing Grid-Ready and High-Flexibility Energy Assets in CEE

Panel Debate

As grid constraints become the main bottleneck for new energy capacity in Central and Eastern Europe, the focus shifts from project development to bankable financing and market integration.

This session explores how grid-ready assets—hybrid renewables, utility-scale storage, and targeted grid upgrades—can be structured to attract long-term capital through effective revenue stacking, risk sharing, and strong offtake frameworks.

We will discuss how ancillary services, capacity markets, tolling agreements, and EU support mechanisms (RRF, Modernisation Fund) can de-risk grid and flexibility investments

.Key themes:

  • Making grid-ready and flexibility assets bankable through revenue and offtake design

  • Financing hybrid RES–storage portfolios to unlock grid capacity and reduce curtailment

  • Using EU/national instruments to de-risk and scale infrastructure investment

  • Portfolio approaches across assets, technologies, and countries to achieve investment-grade scale

Conducted by: Plenum AG ( Malte Neumeier and Daniel Silberhorn)

This workshop follows a modular “energy solution building‑block” approach, geared toward helping participants understand the elements of decentralized energy. Participants will learn how to systematically select, combine, and prioritise solutions for their unique situations, while consciously navigating key trade‑offs such as:

⚖️ Risk vs. opportunity

⏱️ Timing and implementation speed

💼 Business‑case logic

🎯 Strategic fit

🌱 ESG and sustainability considerations

Using risk as a shared language, this format is geared toward asset managers and innovation leaders, creating a common ground for better decision‑making. Participants can look forward to a hands-on and highly interactive session, combining concise expert inputs with structured group discussions and LEGO® Serious Play® exercises. Key takeaways include an improved understanding of different risk perceptions, as well as tools for making decision logics and priorities tangible, visible, and comparable.
